Your ESA can accompany you in the cabin, without occupying a seat, and will be positioned by the window. ESA Certificate alone does not guarantee free air travel for your animal. Most airlines have changed their policies and no longer offer special accommodations for ESAs without charging a pet fee. It’s essential to confirm with your chosen airline before making travel arrangements. Some airlines only allow one (1) ESA per passenger per flight. Also for Cebu Pac, if your animal is not issued under ESA, they may be considered as household pets. In this case, Cebu Pacific flights will carry them via CEB Cargo only. What other documents are being asked during check-in?
Upon check-in, you may be asked to present the following printed and original copies of the following:
a. Import Shipping Certificate from the Bureau of Animal Industry (BAI) – free of charge, can be applied for online 24/7, and is valid for one week. You will be needing a recent photo of your dog, besides the ones stated below.
b. Complete and up-to-date vaccination card
c. Veterinary Health Certificate (VHC) issued by a licensed veterinarian, confirming that your ESA is in good health and has up-to-date vaccinations.
Note: The health certificate is only valid for three (3) to five (5) days, so be sure to submit it immediately upon receipt.
d. And Remember your ESA Certificate!

How to be a responsible ESA owner?
To be a responsible ESA owner when flying, ensure your dog is securely muzzled, leashed, and harnessed at all times. Accepted muzzle types include soft muzzles, basket-type muzzles, e-collars, and soft collars. If your ESA is in a soft carrier, ensure it fits under the seat—typically 20cm x 20cm x 35cm—though this may vary by aircraft. Your dog must wear pet diapers and be seated on moisture-absorbing pads such as plastic-backed pee pads. Alternatively, provide documentation confirming your dog will not need to relieve itself during the flight. Bring essential accessories including a harness, leash, muzzle, absorbent pee pads, pet diapers, pet wipes, poopy bags, alcohol spray, and kennel spray to maintain hygiene and ensure a safe, comfortable experience for everyone onboard.
